uhm.no, not always. depends on the neighborhood. most have backyard fences to combat the issue.
others stock the ponds,use it as a wild life preserve. some even have fountains and waterfalls.

a fence would make it look ugly.

as for safety reasons? maybe a stone wall would look nice compaired to that of a chain link fence. but have a gait so all can enjoy a fishing day!
